SB 250 is sponsored by a small organization(they also sponsored AB1634) headed by a woman in Laguna Beach who has access to Hollywood money. The bill, like her others, is aimed at creating laws that will make it impossible for many people to be able to keep their cats and dogs. SB250 requires expensive sterilization procedures coupled with large fines (in addition to those already on the books) if a dog gets loose, if it is not wearing a collar, if it is a search and rescue dog off-leash in the pursuit of its responsibilities. SB250, which has taken up hours of legislative time that could have been spent on water, energy, and prisons, all key issues IS NOT SUPPORTED BY A SINGLE WELL REGARDED NATIONAL ORGANIZATION. IT IS SUPPORTED BY PETA. How did such a bad bill, and one that will cost Californians so much money, get so far? When SB250 was in the Senate Local Government Committee, Senator Florez said there would be no costs to local government; at that point he was admitting that the bill would increase state costs through the State Mandate program. When Appropriations put SB250 into suspense because of the high costs assigned by the Finance Department, Senator Florez modified SB250 to get it through appropriations, making all the substantial costs the responsibility of local governments. Florez says they can just raise fees to pay for it. The legislative analysis done by the California Department of Finance disagrees with Sentor Florez; it says the bill will add to the deficit and notes that Los Angeles is impounding and killing more dogs now that they have MSN. Any Californian who feeds an unowned kitten or cat for more than thirty days is then deemed to be the owner of the animal. And must then either keep the kitten/cat in their home, in their yard, or pay the costs of sterilization. So Californians who care about cats will be faced with watching them starve or becoming criminals by not taking them in for sterilization. One of the most appalling things about SB250 is that it is not directed at stray dogs; it is directed at the dogs that are owned and cared for; dogs like yours! By dramatically increasing the costs and penalties for any dog that is not wearing a collar with its license tag attached, any dog that gets out of the yard, any dog that is training off-leash, any search and rescue dog at work, any farm dogs that stray off the boundaries of their property or any dogs that are working to obtain hunting titles but whose owners are themselves not licensed hunters, SB250 creates a whole new class of criminals. But this won't help us. Local Governments already have the authority to implement any of the laws they would like. Roaming dogs; all municipalities have a leash law; they just need to enforce it. At a time responsible people are encouraging spay and neuter at the appropriate time for dogs that do not need to be intact, Senator Florez is saying it is the ultimate penalty. Sterilize your dog or give it to us to be killed; those are the options the Senator is offering.
