When people seriously started to examine the issue of MSN as a legislative solution, thoughtful groups and organizations looked at what had been accomplished using MSN as a "tool". It was quickly observed that when there is MSN, there are many consequences.
For dog lovers and most legislators these are unintended. For right wing extremeists, they are the final goal. These consequences include:
More euthanasia. As people are unable to pay for fines, court costs and sterilization; they turn their dogs into Animal Services. But because Calfiornia has such a low licensing rate, our shelters are already full of dogs that, in other places, would be returned to their owners. So the result is for every dog that is being given up for financial reasons, a dog has to die.
Lower licensing compliance and accompanying lower rabies compliance. People with intact dogs that do not want to alter them will just avoid licensing. This is especially true where the differentials are so large or, in a City like Los Angeles, where you cannot get an intact license. So revenue goes down.
